Arunachal to find place in world

tourism map within 2-3 yrs: Governor

ITANAGAR, Feb 13: In two to three years, we will put Arunachal Pradesh in the world tourism map, said State Governor Gen JJ Singh, while receiving the interim report of the survey carried out at Gekar Sinyi, a natural lake near Itanagar from Lt. Manoj Gawli, leader of the diving and survey team of Eastern Naval Command, Vishakhapatnam at Raj Bhavan on yesterday.

With the concerted effort of the State Government and all the stakeholders, we are leaving no stone unturned to discover many more hidden tourism potentials of the State. There are many more places, caves and water bodies, which are attached to myths, legends and beliefs. The survey of Gekar Sinyi is part of the endeavour in this direction, he added.

This survey will be precedence for such activities in Arunachal Pradesh, as we have many more pristine lakes spread all over the state. It will not only help us to know the details of those untouched water bodies, but it will also help in tourism promotion, Gen Singh said.

Accepting the report and going through the suggestions, Governor said that he will be taking up those suggestions with concerned people very soon. He was pleased to learn about the potential of the lake for water sports and other activities, such as water skiing and angling.

 

Governor conveyed his gratefulness to Admiral Nirmal Verma, Chief of Naval Staff and Admiral Anup Singh, C-in-C, Eastern Naval Command, Vishakhapatnam for deputing the naval team to the State. He also extended invitation to naval personnel to the land locked Arunachal Pradesh.

Appreciating the proficiency of the naval expert team, Gen Singh suggested for training on water craftsmanship for Special force of State Police. With so many big rivers in the state and looking at the safety and security of the local people, we must have a team of personnel expert in diving and rescue operations. I am sure Indian Navy will come forward for the capacity building, he added.

Lt. Gawli, while giving the detail report informed that the deepest point in the middle is 9.6 meters and there are huge deposit of trees.

A 3D map of the entire lake is being prepared. He added, it is very good for water sports such as water skiing and huge potential to be one of the best tourist attractions.

Lt Gawli, presented a memento of his Command to the Governor, who reciprocal with traditional Nyishi dao and Apatani shawl for every member of the team. Armed with the scientifically prepared map of the Lake, the Governor made a tour of the whole Lake today. He also took a boat ride around the lake.

Pointing at the abundant fishes in the lake, Gen Singh advocating for angling activities said, it should be done professionally, with prescribed norms and State Government must get revenue out of it.

Always concerned for clean environment and noting at the chip wrappers, plastic water bottles and other garbage, Gen Singh directed the Lake Caretaker, Sama Dodum to put bamboo made waste-bins on the path. He assured twenty such bins along with two special casted Waste-bins for the Lake from Raj Bhavan. We should be very strict on it, he said but added, it is cleaner than before.

Interacting with picnickers from other parts of the State and some from Assam at the Lake, Gen Singh dwelt in length on the cleanliness and basic etiquettes on visiting places of tourist interest. We must have good restaurants here with proper toilet facilities. And it should be made of bamboo, not concert or cement, he further added.

Advising Dodum to put in a dedicated effort, Gen Singh suggested him for procuring of paddle boats. It will draw large numbers of tourist and pickers of the capital city. Assuring his best, Dodum put forward some problems, such as lack of security lighting and water supply, to which Governor assured positively. PM announces ex-gratia for fire victims

ITANAGAR, Feb 13: Prime Minister Manmohan Singh today announced an ex-gratia of Rs two lakh each to families of the students who were killed and Rs one lakh each to those seriously injured in a hostel  fire mishap at Palin in Kurung Kumey on Feb 10.

The amount from the Prime Minister's National Relief Fund would be given to the family members of 14 students who were burnt to death and ten others seriously injured in the fire, sources said quoting PMO.

Earlier today, a four-member delegation of Arunachal Pradesh Govt led by Lok Sabha MP Takam Sanjoy called on the  Prime Minister  at  New Delhi and apprised him of the tragic fire incident at Palin.

The high level delegation also briefed the Prime Minister about  prompt initiative taken by CM Dorjee Khandu along with other ministers and MLAs and appealed for financial grants for parents of the deceased and seriously injured ones from the Prime Minister Relief Fund.

High Power committee formed

Meanwhile, State government has constituted a high power committee (HPC) to look into the problems and grievances of the families of the victims of the fire accident that took place on February 10 at Palin.

The 10-member committee is headed by Education Minister Bosiram Siram as chairman.

The committee will submit the report to the government regarding compensation payable to families of victims and measure to improve the functioning of private schools and hostels within 15 days.

Meanwhile, a meeting of the HPC has been convened at Banquet Hall on Feb 15 next.

State delegation takes up important issues with PM

The Prime Minister also assured the delegation to discuss with the union ministry of tribal affairs, for necessary action for change of nomenclature from ‘Gallong to Galo’. This assurance came when the delegation  led by LS MP Takam Sanjoy  today called on Prime Minister Dr. Manmohan Singh  at his 7 Race course road residence at New Delhi today.  

In a memorandum the delegation including Tanga Byaling, Minister for Health, Food & Civil Supply, Takar Marde, Minister for Rural Development & Panchayati Raj and Takam Tagar, MLA (Palin) pleaded that the change of nomenclature  should be made  by amending the ST/SC order of 1954 in the forthcoming Parliament session starting from Feb 22,

The amendment which was supposed to be brought in the last session of Parliament got delayed due to a letter written to the Prime Minister by Thangso Baite, Member of Parliament (LS) Outer Manipur seeking time for some clarifications of Mate tribe which are clubbed together in the same amendment bill.

The delegation also presented a memorandum as a follow-up action of State Chief Minister  Dorjee Khandu’s initiative for early release of hill transport subsidy (HTS) pending dues under PDS as ‘one time exercise’ and as recommended by High Power Committee headed by the Cabinet Secretary to avoid contempt and attachment proceedings by the courts.

Pointing out the construction of Pakka Gongo to Gogamukh road which was half done under NEC programme wherein a stretch of 90 km more is yet to be constructed, the memorandum urged the Prime Minister  for an appropriate funding agency. This would be the shortest lifeline from the State Capital to Upper Subansiri and also is an strategically important road for Taksing and Tamachungchung border points of India and China, Sanjoy said in a  faxed release.

 

Brand Arunachal’ makes wave

in Mumbai SARAS Fair

ITANAGAR, Feb 13: National Bank for Agriculture and Rural Development (NABARD) in its endeavor to support to the marketing of the products of artisans and SHGs members sponsored Puno Rinyo, a member of Subansiri Self Help Group (SHG) Ziro and Jaiprakash, artisan from Arun Kutir Udyog Co-operative Society Ziro for sale and exhibition of their products in the Mahalxami SARAS Fair 2009 held from Jan 21 to  Feb 4 in Mumbai Maharashtra.

The NABARD sponsored artisans participated in the fair successfully and could sold Jute diversified products worth more than Rs.60,000 and received order for about  Rs. 40,000.

The organizers appreciating the Jute diversified products brought by the artisans from Arunachal, asked them to take classes for some of the artisans coming from other states.

The Chairman of NABARD Umesh Sarangi, visited the stall allotted to Arunachal artisans and appreciated their product.

SARAS Fair is an annual fair organized by Government of Maharashtra and GOI where artisans from all over the country participated in the fair for sale, exhibition and for contacting bulk buyers. During the past four years, NABARD has been sponsoring stalls for artisans and SHG members supported by it under its various promotional and schemes.

It may be mentioned that both the artisans had earlier undergone training in jute diversified products with the support of NABARD Arunachal Pradesh Regional Office and they are graduating to “Brand Arunachal “, -- Governor’s clarion call to all Arunachalees.  

 

It is time for introspection

ITANAGAR, Feb 13: As whole state mourns the loss of innocent lives in the Palin fire incident, it is time to make deep introspection about status of education system in Arunachal Pradesh. These kids lost lives in the hope of better education as their parents thought living in boarding they will be brought up in competitive atmosphere. The castle of dream weaved by those children has been ruined in the very same place where they had assembled together for better future.

This incident should be treated as wake up call for the government of Arunachal Pradesh, particularly education department.

In the last few years private schools have been mushrooming all over the state and it is not known whether all of them are recognized with government. This is the root cause of problem as most of these schools do not adhere to standard regulations framed by central board of secondary education. Nobody cares to check including administrations and parents whether these private hostels have proper fire dousing equipments or whether they maintain hygiene? Most of the children studying in these schools are virtually living under mercy of god and if authorities do not act at right time unfortunate incident like that of Palin might recur.

The lure of private schools in Arunachal is so high that relevance of government school in our society is slowly diminishing. With broken windows and half damaged walls majority of state run schools have become shadow of their past. The sharp difference in the performance of students between government and private run institutions in various competitive exams tells that all is not well with state run schools. Once these school were home to many bright students, whereas today, parents avoid them and make every effort to get their children admitted in private schools. Most of the parents blame government for the present sorry state of affair of Govt. schools.

“Standard of government school has drastically gone down in the last few decades. Even with our tight budget, I am sending my children to private school as there at least they will get proper education and care,” told a parent. He went on to add, “Palin incident has scared me a lot. My two children are in boarding school and now I am desperately worried for their safety. I would request state government to bring some kind of mechanism so that these private hostels follow all safety norms.”  

Most of the government run schools are plagued with numerous problems like shortage of subject teachers, classrooms, laboratory technicians, textbooks etc. Even appointments made under Sarva Shiksha Abhiyan (SSA) have not brought desired changes. Unless proper education policy is implemented, more children will be driven away from government schools.

As our state comes under earthquake prone zone, there is an urgent need to identify whether school buildings of the state both private and government are secured enough to resist any deadly tremor. Time has come to streamline education policy and in this regard, education department must take the lead role.

The recent decision for the planned development and improvement in the standard of the educational institutions will go a long way in solving some of the major and urgent problems that the education system has been confronting.  

In the meanwhile, we all have to make sure that memories of those kids who lost their lives in the Palin fire remain etched in our mind and heart as their deaths have taught us many haunting lessons.

 

MLA announces development package for Joram

ZIRO, Feb 13: In yet another major announcement, the Yachuli MLA and APEDA, Chairman, Likha Saaya, yesterday announced developmental packages  to the tune of over Rs.60 lakh for Joram area. He made this announcement while chairing a development meeting  of three Panchayat segments of Phu Joram, Shuli Joram and Jara at Joram under Lower Subansiri district.

Giving priority to agriculture, he would sanction 20 lakh of the package for construction of an Irrigation channel from Sekh Nallah to Shuli  and ten lakh has been earmarked for  construction of a link road from BRTF road to Phu Joram Primary school, while the remaining 30 lakhs is  for  immediate requirements of schools including class rooms and teachers quarter of  the three panchayat segments of Phu Joram, Shuli Joram and Jara.

Acknowledge that Yachuli township dwellers face great hardship for non-availability of drinking water facility, he informed the people that the Government of India is being personally persuaded after submitting a new concept paper for drinking water scheme for the ‘drinking water draught’ Yachuli township .The scheme is likely to be approved within a short period of time, he added.

Soliciting the officer to attend all the developmental meetings  convened by him, Saaya said officers’ support, guidance and cooperation is  very important for an MLA particularly the new entrants  as they have the more ideas and experience on development. He expressed his confidence that if officers work hard with team spirit an MLA  can bring miracles for the area and the district as a whole.              

Seeking the continued support and cooperation of the people for development of the area, Saaya said at one point of time the MLAs used to be a VIP with powers and facilities without much responsibility but he preferred to differ from that concept and promised to dedicate his tenure as medium of development and his entire life for the development of the area.   

The MLA accompanied by district officers also had sight inspections of Sub-Centre, Secondary school, of Joram besides visiting Phu Joram Primary school and Jara Middle school.

The meeting was also addressed by Lower subansiri, DC in-charge Hage Takka, Yachuli ADC, Yuwa Topu among others, while District Statistics Officer, Nani Sambyo, spoke  at length on the importance of census and the need for proper enumeration.

As announced earlier, the MLA had his first Public Darbar at Yazali for Yazali circle on   Feb 11 and the second  at Yachuli last evening  for Yachuli circle. The next Darbar his scheduled at New Pania  on 13th next. DIPRO

 

‘Changes acceptable without

changing cultural fabric’

TEZU, Feb 13: ‘ Festivals and Festivities which occupy large part of our cultural consciousness give us a distinct identity besides occasion to rejoice and merry making’, said Chowna Mein Minister for PHED and Animal Husbandry & Veterinary while gracing the Joydam festival of Deori  community as  Chief Guest at Mahadevpur on  Feb 12 Feb.

Greeting the people on the auspicious occasion the Minister said that change and touch of modernity is always inevitable   but such changes can be accommodated with out changing the root of our cultural fabric.

The Guest of Honour CC Singphoo Parliamentary Secretary Art & Culture said that a tribe is known only by the identity it gives and appealed the four ethnic groups of Deoris to make the Joydam festival a common platform to exchange views and keep up their cultural ethos in a meaningful direction . The Namsai MLA Sati Mein was also present on the occasion.

Gracing the occasion as a special Guest Mohesh Deori Dy. Chief Executive Councillor of Deori Autonomous Council gave a clarion call to the community members for more commitments to promote the values of the Deori culture along with Deori language to the younger generation.

He appealed the Deoris of Arunachal to keep in touch with the leaders of the state for development of the societies to build a camaraderie between Assam and Arunachal . ML Deori retired CCF , Hemaranjan Deori General Secretary Deori Sahitya Sabha and other prominent members of the Deori community also spoke on the occasion.

Other highlights of the two-day long festival were hoisting of festival flag, release of Souvenir on Joydam by the chief guest, Parthana Dance, cultural display by various tribes of Mahadevpur and adjoining areas , opening of exhibition stalls and community feast. DIPRO

 

Lossar greetings

ITANAGAR, Feb 13: Arunachal Pradesh Chief Minister Dorjee Khandu has extended his warm greetings to the people of the nation as well as the state on the auspicious occasion of Lossar festival.

Lossar is being celebrated by the Buddhist community of Mahayana sect around the globe which symbolizes starting of a new year.

In his message Khandu hoped that this festival would strengthen the bond and brotherhood feeling among the sentient beings on earth and spread the message of love and compassion. He further believed that since Lossar symbolizes the beginning of a year, he wished that this New Year would usher prosperity and happiness to the people of this state. He appealed to all sections of the society to stand united to fight all odds and join hands to take the state to new heights of development.

 

Condolences pour in

ITANAGAR, Feb 13: Arunachal Pradesh Congress Committee expressed deep sense of condolence on the death of 14 school children at Palin recently.

It prayed to almighty for the eternal peace of the departed souls and to restore enough strength to the bereaved families to bear the irreparable loss cause to them in this hour of grief and also prayed for the speedy and early recovery of the injured children in the mishap.

Bishop of Itanagar Rt. Rev. Dr. John Thomas Kattrukudiyil also expressed shock on the fire accident and conveyed his condolence to the bereaved families.

He thanked to Chief Minister Dorjee Khandu, MP Takam Sanjoy, PWD and UD Nabam Tuki, leaders and well wishers for their timely help and concern.

All Nyishi Students’ Union (ANSU) also conducted a condolence meeting at its office today which was attended by AAPSU General Secretary, Presidents of All East Kameng Students’ Union and All Kurung Kumey District Students’ Union and other senior students. The  members present prayed for eternal peace of the departed soul and early recovery of the  injured who are undergoing treatment in various hospitals.

It thanked to the state government for its immediate initiatives to provide relief to the affected families.

Meanwhile, ANSU president Niglar Veo is leaving for Assam to attend the General Conference of All Boro Students’ Union as guest of honour. He would be accompanied by other executive members of the union.

National Students’ Union of India also mourned the demise of 14 school children and prayed for the eternal peace of he departed souls.

 

Raising Day celebrated

ITANAGAR, Feb 13: The 19 Mahar, the youngest battalion of  the Mahar Regiment stationed near the border in Upper Siang district, celebrated 25 years of its raising recently under the aegis of DAH Division.

Speaking to the unit on the occasion, Maj Gen B S Sachar, SM, VSM, GOC Dah Division complimented the troops for their high state of morale in the remote border town. He exhorted the personnel to continue with the good work in the future also. He also  received the Trekking Expedition undertaken by the unit to Shingang, one of the most remote villages of the state.

A get together was also organized by the unit in which Goan Buras and other locals participated.

The traditional dance of Adi and Memba, Khamba communities was complimented with a ‘Leizim’ dance by the troops.

It may be mentioned here that battalion was raised in Saugor, Madhya Pradesh on Feb 11,  1985 by the first commanding officer, Col Pradeep Kala with troops belonging to all parts of the country. The battalion is a true ‘Mini India’, having amongst its ranks persons from the length and breadth of the country, from J&K to Andaman & Nicobar, from Gujarat to Arunachal Pradesh, all serving the nation with unity.

In a short span of 25 years the unit has won numerous awards including one Veer Chakra, one Yudh Seva Medal, seven Sena Medals, six Mention in Dispatches and 32 commendation cards. The unit was also awarded the General Officer Commanding in Chief, Northern Command’s Unit Appreciation card for their sterling performance in OP VIJAY.

 

Guv visits Bamboo processing centre

ITANAGAR, Feb 13: Arunachal Pradesh Governor Gen JJ Singh accompanied by the State First Lady Anupama Singh, and along with his guests from Belgium, who are also into handicraft business today visited the Bamboo  Processing Centre, Poma. While interacting with the villagers at the Centre  the governor expressed his happiness to see that the Center is giving impetus in socio economic growth of rural people.

The Governor also inspected training sessions, where the villagers are trained on value addition techniques in the bamboo craftsmanship. Conducted by experts from Cane and Bamboo Technology Centre (CBTC), Guwahati in collaboration Arunachal Pradesh Forest Corporation Ltd, forty-four local villagers, including five entrepreneurs from Aalo, West Siang district are availing the twelve-day training, which commenced on 1st February last. The Governor encouraged each one of them to sincerely and dedicatedly start such productions at home. He also suggested ways and means to improve their produces.

APFCL, DM (M&E) G Rime, the nodal officer of the Bamboo Processing Centre, Poma informed while briefing about the training and its participants  said that  the programme will help in achieving economic upliftment  of the people.

Earlier, the Poma villagers, led by Poma ASM Tecghi Anna accorded a warm traditional reception to the Governor and his entourage.

MLA reveals mantra for successful career

SEPPA, Feb 13: Seppa East MLA Tapuk Taku has underscored the importance of healthy mind and body and said that the mantra for successful career lies in these faculties along with unwavering discipline.

Taku shared this piece of wisdom to a large gathering of students and teachers while inaugurating the annual events of Seppa JNV, recently.

“The mantra for successful career lies in a healthy mind and body along with unwavering discipline. These faculties can take you (students) to the pinnacle of success in your chosen field”, Taku said.

He lauded the efforts of JNV, a pioneer educational institution of the district, through which many of its alumni have become an able and efficient officers in various department.

Expressing delight over the march past performance and cultural programme presented on the occasion by the students of JNV, the Seppa MLA donated an amount of Rs 15000 for students’ welfare.

Earlier, responding to a memorandum submitted by JNV Principal O M Pankajakshan which highlighted improper power supply in the school, Tapuk assured to help them with a power generator (genset) in the month of March.

Meanwhile, the Principal and the members of JNV Seppa have expressed their gratitude to the MLA for assuring to attend to their grievances.

Cultural exchange prog

ITANAGAR, Feb 13: The state unit of Bharat Scouts and Guides organized a 5-day cultural exchange programme at its training centre, Naharlagun from February eight.

Performance of folkdances and folksongs of Arunachal Pradesh by the Scouts and Guides of Maharashtra, exchange of languages, costumes, food plaza, session on discipline and personality development etc. were the main highlights of the 5-day cultural exchange programme.

Attending the valedictory function as chief guest, joint director of higher and technical education Dr. T Padu said that such camp is very essential and a step forward in preserving culture and tradition, creating harmony between different communities and promoting the spirit of nationalism among the people for a better society.

Altogether 36 participants from Maharashtra and 20 from host state attended the camp. Regional organizing commissioner (Scout) BK Singh also witnessed the programme which concluded on February 12.

Adherence  to PMEGP guidelines sought

ITANAGAR, Feb 13: Palin Mandal unit president  of Bharatiya Janata Party (BJP) Dohu Apa claimed that the Prime Minister Employment Generation Programme (PMEGP), a centrally sponsored scheme is not being implemented in state as per guidelines.

Giving a copy of the beneficiaries under the PMGEP with amount against specific projects which ranges from Rs 70,000 to 10 lakh, Apa in a release claimed that when there is a provision of sanction ranging from Rs five lakh to 25 lakh,  some beneficiaries were getting bank loan up to Rs 10 lakh and  some others are getting loans  ranging from Rs  70,000 to 85,000 against specific projects to run business in industry and service sector.  This, the release claimed, was against the guidelines of the PMEGP framed by the government of India.
